The Secretary-General of the United Nations, Ant\u00f3nio Guterres<\/a>, has firmly stated that the billions of dollars owed by the United States to the global body must be paid without conditions, stressing that such payments are a binding obligation rather than a matter for negotiation.<\/strong><\/p>\n

His remarks came on Thursday in response to reports suggesting that Washington is attempting to attach reform conditions before releasing the funds it owes. According to the development-focused news outlet Devex, US diplomats have circulated proposals outlining a series of \u201cquick-hit\u201d reforms that the UN would need to implement in exchange for additional financial contributions.<\/p>\n

Guterres made it clear that these funds fall under what are known as \u201cassessed contributions\u201d\u2014mandatory payments that all member states are required to make based on agreed formulas. \u201cAssessed contributions are an obligation of member states. They are non-negotiable,\u201d he told reporters, drawing a sharp distinction between financial obligations and institutional reforms.<\/p>\n

The reported US proposals include a wide range of cost-cutting measures aimed at improving efficiency within the UN system. These measures reportedly call for restructuring the UN\u2019s pension system, limiting business-class travel for senior and mid-level staff, reducing the number of high-ranking officials, and cutting long-standing peacekeeping missions by up to 10%\u2014particularly those considered ineffective or outdated.<\/p>\n

In addition to financial reforms, the proposals also reflect broader geopolitical concerns. One key demand reportedly seeks to curb the influence of China within the UN by blocking its contributions to a discretionary fund managed by the Secretary-General\u2019s office. This move is seen as part of ongoing efforts by the US to counter China\u2019s growing role in international institutions.<\/p>\n

Despite these reported conditions, the US mission to the United Nations has not officially confirmed or commented on the proposals. However, Washington has consistently emphasized the need for reform within the UN. Over the past year, the US has reduced funding to several UN programs and withdrawn from multiple UN bodies, signaling growing frustration with the organization\u2019s structure and effectiveness.<\/p>\n

Guterres acknowledged the importance of reform and noted that his administration is already working to improve the UN\u2019s efficiency and impact. \u201cWe will do everything to ensure this organization is as effective and cost-effective as possible, and able to deliver for the people we serve,\u201d he said. However, he emphasized that reform efforts should not be linked to the payment of mandatory dues, describing the two issues as fundamentally separate.<\/p>\n

The financial situation of the United Nations remains a serious concern. Earlier this year, Guterres warned that the organization was facing an \u201cimminent financial collapse\u201d due to unpaid contributions, the majority of which are owed by the United States. As of February, the UN reported that the US had paid only about $160 million of the more than $4 billion it owes.<\/p>\n
