DOHA (News Pulse): Türkiye, Pakistan, Qatar and Indonesia have signed a defence cooperation memorandum titled “Badr” to strengthen military collaboration, expand defence production and develop strategic partnerships among the four countries, Türkiye’s National Defence Ministry announced on Wednesday.
The memorandum was signed in Doha by the defence ministers of the four participating countries, marking a step towards expanding multilateral cooperation in defence manufacturing, military capabilities and technological development.
The signatories included Turkish National Defence Minister Yasar Guler, Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saud bin Abdulrahman bin Hasan Al Thani, Indonesian Deputy Defence Minister Yusuf Jauhari, and Pakistan’s Defence Minister Khawaja Muhammad Asif, who signed the document on behalf of the Pakistani government.
Haluk Gorgun, head of Türkiye’s Presidency of Defence Industries, also attended the signing ceremony.
According to the Turkish National Defence Ministry, the Badr memorandum is designed to promote cooperation in military production, enhance defence capabilities and facilitate collaboration in technical military training, research and development.
The initiative seeks to encourage the participating countries to combine their respective expertise and industrial resources to develop solutions that meet the evolving requirements of modern defence systems. It also aims to support the development of defence-related technologies and industrial sectors in line with advances in military equipment and capabilities.
The ministry said the agreement carried significant economic as well as strategic importance, as closer coordination among the four countries could help integrate their defence production capacities, strengthen industrial cooperation and improve their ability to meet the requirements of allied and friendly nations.
Through the proposed cooperation, the participating countries intend to deepen their defence industry partnerships, broaden military collaboration and explore opportunities for joint production and technological development.
The memorandum is also expected to provide a framework for strengthening institutional links among the four countries and expanding cooperation in areas of mutual interest. Greater coordination in defence manufacturing, research and training could help build industrial capacity while supporting the development of more integrated defence capabilities.
The Turkish ministry said the initiative would contribute to stronger multilateral cooperation in support of security, stability and shared strategic objectives.
The agreement brings together four countries seeking to expand cooperation in defence and military-related industries. However, the ministry’s announcement did not specify individual projects, financial commitments, production targets or an implementation timeline under the memorandum.
The memorandum is named “Badr,” an Arabic word meaning “full moon.”
